problems with GPU to TV

i originally posted my question in general hardware but found no help. i'm hoping that people in here may be able to help as they are more interested in video related topics:

"i need some help on getting a viewable signal on my TV from my computer. Initially tried using my graphics card's S-video out to run into my tv (with one of those s-video to RF converters). The TV did receive a signal but the picture was unviewable, it was just a bunch of white and black lines. i thought my s-video out was broken on my graphics card. I bought a VGA to RCA converter off ebay and have just tried it today, but i'm getting the same result through the VGA out on my graphics card: black and whiltee lines.

on my laptop, i can just hook the s-vdeio to the TV with no problems at all, but i'm thinking that the software for my desktop graphics card is not as new and so its not handling this automation the same way. Is there some settings i need to make to have this work? for example, do tv's only accept 640x480 resolution? right now the lowest i can set my gpu to is 600x800. how about the color settings, do they need to be lower as well?

my gpu is a Radeon 9800 SE AGP.
