Problems with Geforce 4200

I have an Abit Geforce 4200 and am using the latest nvidia reference drivers. However, when i am playing a relatively antiquated game (counter-strike) there are moments when my frames will hit 42. On the otherhand, my friend who is equipped with a geforce 2 does not ever this. Someone plz help as I cannot stand being outdone by an inferior computer.
