Problems with files in Windows

There are certain files on my computer that refuse to acknowledge that they are not being used. They aren't critical files. This happens after a fresh boot and even after a reboot.

When I try to modify them, I get this message. "Cannot modify ... It is being used by another person or program. Close any program that might be using the file and try again." These are mostly video files.

It drives me crazy. I know there are no programs using the file. There are no running applications. I do have a few items on my systray, which are ZoneAlarm, Hotsync, Cliptrak and POW, which is an ad-blocker.

Does anyone know how to check in Windows XP what program Windows thinks is using that file. I'm fairly knowledgeable so I can edit the registry and run msconfig and other stuff.

I would appreciate any help.
 
Boot into safe mode to try and delete them. Also make sure that there really are no processes running that might be holding them open by checking task manager.

I vaguely recall this either happening to me, or reading about it. I don't remember if it's a big issue with a known fix or what.
