problems with ECS k7vta3 ?

ok, so I helped someone put together a computer from scratch...everything is fine, he takes it home, installs a DVDrom drive, it works fine...closes it up, puts it back into its original spot, starts it back up and he hears it powering up and down, not sure what he means, maybe the fan speeds were going up and down, the HDs were powering up and down or whatever...then it quit...wouldn't start up again...what's teh deal? the light on the motherboard is still on...fan won't start, HD's won't start...nothing but the mobo LED works...

system is

ECS K7VTA3
512MB DDR RAM
60 Gig 7200rpm Seagate
ATI something...32MB card
Thermaltake volcano 6 Cu+
16x Liteon DVD
4x Philips Burner
400W PS

so what kicked? the motherboard? the power supply? the CPU?
