problems with downloads

I just installed a fresh Win98se load on my harddrive. I am trying to go through all the updates on the 'Windows Update' site. It seems I continuously get to the same point in the download and it just stops and after a while times out. This is also occuing with some other downloads too.

I have a cable modem, so I applied a registry tweak that is supposed to optimize windows for broadband internet access. Could this be my problem?
