Problems with CPU usage

I've been having problems with my computer running extremely slow, so I decided to take a look at my resources using Windows ME's System Monitor. It reports that my CPU usage is at a steady 100%. This is while I have nothing open or running (except a few background operations that are needed to sustain Windows). Of course, that might explain why it would take more than three minutes to open a simple Word Document.
I'm looking for two things. First, a more in-depth diagonastics programs that I can download somewhere without cost. Second, solutions on how this problem can be fixed.

Check your start up group or task manager. Disable everything with the exception of the system tray and explorer. If the system still runs 100% without running programs in the foreground, you may have to re-install WinME. Also make sure you are using all the drivers for your devices. Second, if you have MS Office, disable the FastFind from the Start Up group. This is a resource hog program.
