Problems with Chaintech Geforce 4 4600 and tv out

I just bought a Chaintech Geforce 4 with the S video out, I went and got a converter that changed it to RCA video and plugged it into my reciever hooked up to my tv, after I set up nveiw I still dont get any display on my tv, what am I doing wrong?
