Problems with Athlon 1200C

I've determined that a chrome orb just doesnt cut it with a 1200C .. I'm running it at 1000 right now, and it's running at ~38 degrees C .. It seems fine, except explorer keeps crashing every few minutes for no reason.. Any ideas? The boards a KT7A, and the ram's new too ..
 
Yea.. I just went to thermaltake's site and it says this thing is rated for up to 1.3.. So why does it rocket up to ~70 degrees celcius and lock up?
 
right now nothing, I've got the case open and the rooms fairly cool. System temp is 30 degrees and the cpu is 39 right now, at 1200 ..

Is there any way to check if I may have been sold a 1200B or pc100 ram? I'm running at 1200@200 right now, and it seems fine .. (locked up once..) At 1200@266 it locks up EVERY time .. right after I get into windows.. I've reformatted twice now .. I made it though windows install flawlessly at 1200@266, but once I got into windows and it started detecting hardware (my monitor actually, AOC 5E) it locked up.. Works fine at 200 though .. :/
