Problems With Any CD-ROM Drive I Install...

I have been having a strange problem with my computer ever since it was built. Sometimes during a long install or burn, my CD-ROM drives will start to "chug," basically spinning up to top speed then back down, up and down, over and over. Once it starts it doesn't stop, so I have to either wait for it to finish (which takes much MUCH longer while it's doing this, if it can finish at all) or abort and start over.

The first time it happened I thought it was the CD-ROM drive, I RMAd it and they supposedly fixed something with it. It started doing it again. Later I replaced the drive with a new one, and that does it. I got a CD writer later and that does it too, though thankfully it seems to wait until it is verifying the data to start chugging.

If it does this with all of the CD drives I have tried, could it be a motherboard issue? Could it be my power supply? I want to gut this thing and start over from scratch eventually, but would like to know in advance if I need to get a new power supply for it. A new motherboard is a given, though.
