problems with an old laptop running win 98se

I have an old TI p133 laptop running win98se. On shutdown I get this problem where windows displays a column of colors. I have no clue what it could be because the only time I've ever seen a column of colors like that was on a desktop monitor when the computer was off or something.


I haven't been able to find anything on the internet.

Any help is appreciated except telling me to upgrade, get something, etc.

Does this only happen on shutdown?
