Problems with a fast cpu fan

Ok i wasnt sure where to post this, anyway my cpu fan speeds really fast and is really loud the second i move my mouse in windows it goes nuts and spins at around 5k rpm, and my chipset fan is around 7k rpm but its quiet compared to my cpu fan, does anyone know why it would do this or how i can slow it down? temps are only 36c now.

c3d x800gto @ 16pipes w/ rev 4 cooler

CPU fan speeds up when mouse is moved ??...Not logical ???

PS..Stock CPU fans are Noisy...Period
Usual fix is to spend $30/$40 for a "quiet" CPU fan.

xp90 is $25 this week at svc, and fan is $10. Cooles better than 7700

Then get it and be happy, a good cooler, if slightly dated.
