problems while building my friends rig

Well I offered to build my friends comp rig in exchange for a mouse( for comp 😛). All his stuff finally arrived on friday and thats when we started working on it.

At first I did a quick test run on bare essential parts and everything worked and posted correctly so we proceeded to fit everything into his case. As expected, after shoving everything in, the computer worked and we went on installing Windows. This is when the trouble hit, AFTER installing and the typical "Windows will now restart in 14 seconds" countdown, instead of restarting the computer, it just shut off within one second. The computer continued to shut down immediately after every time we pressed the power button, and at first I figured it was the power supply. After swapping in my NeoPower from a working system, the same results followed. After an inspection of the components we realized a capacitator from his vcard (evga 7900 GT) fell off! Quite a strange issue since the card was just received and I handled it lightly, but I called evga and they said I could return it for RMA. So we took out the vcard, ran on Biostar's integrated 6100 vcard, and now the fans/LEDs were powering up correctly.

Now this is where the next problem came up, the computer had no activity and the monitor is left at a orange status. I also noticed the DVD and floppy drives were not even receiving power to have LEDs show up, nevermind functionality. I swapped molex connectors from a fan(which was working) and the same problem still occured. Swapped/tested/isolated both of his ram sticks, resetted CMOS, and still no system activity. His case's temperature monitor changes for the CPU so at least there is some activity there. Currently, there are two red diagnostics LEDs on the mobo which should mean something is wrong, but I cant figure out what >:F

Please help me think of a possible solution, I am starting to lean toward the mobo because of the lack of power sent to the drives (both of which worked on another comp). This is my third build and I have never came upon these problems before. I was able to get all the components to last through Windows installation, if that helps. All these issues occured after Windows was installed, what happened 🙁

Aspire Qpack (reason why he has that mobo, no idea why he wanted this case)

Seagate 7200.9 80GB HDD


 
I wouls say mobo because it should be giving you some kind of beeping noise telling you whats wrong.

Read your mobo manual to check about the LEDS's
 
I just put together a new system that did the same thing. After Windows was installed and I thought I had it made, the system would not boot even though the fans and lights came on. It was an Epox mobo and the diagnostic display was not lit correctly. RMA'd the mobo and the new one works fine.
