Problems Shutting Down Windows XP

I just built a computer for a friend, and the computer does not shut down. It displays the "Windows is shutting down" screen forever but does not shut down. Any ideas?
System specs:

Windows XP
AMD Duron 1.0 GHz @ 1.2 GHz
128 Crucial PC2100 DDR
MSI GeForce2 Pro 64MB DDR
Hercules MUSE Surround
Shuttle AK31A

I installed and ran the Microsoft Fast-Boot utility (bootvis) but I defregged the HD using Diskeeper so I think I undo'ed the bootvis effects.

Windowsxp had shutdown issues with the muse card. i know because i have the same one. Download the new xp driver and you should be fine. just go here and pick the link for the drivers for your card: link

I just build a PC with XP on it and I am having the same problem!!! The bad thing is I didn't even install the sound card yet!!!!
 
Go here: Troubleshooting powerdown/shutdown issues. Most of the first part of the page deals with "shutdown issues". You're pc(s) are shutting down correctly. It's a setting that's askew that's preventing the pc from turning off. Scroll down the page above to the paragraph titled "POWERDOWN ISSUES". It will tell you how to find the setting that will actually power your pc off during shutdown.
 
Try this:

people having problems shutting down XP, try going to the Command Prompt and type: "shutdown -s -t 5" (sans quotes). If this works better than the traditional shutdown method, then you can put this into a batch file and make it an icon on your desktop.

Quicker shutdown
Open Registry by going to START-RUN and typing REGEDIT. Navigate to HKEY_CURRENT_USER\CONTROL PANEL\DESKTOP and look for AutoEndTasks. On my computer default value is 0. Change it to 1. Thats all. Further more you can reduce the time it takes for Windows to issue kill directive to all active/hung applications. In doing this only constraint that you should make sure exists is that HungAppTimeout is greater than WaitToKillAppTimeout. Change the values of WaitToKillAppTimeout to say 3500 (since default value for HungAppTimeout 5000 and for WaitToKillAppTimeout is 20000)

heheh...you gave the same link that I did. and remember, it's not a shutdown problem, it's a power management issue.
