Problems setting up new system with Shuttle AK31

When I initally setup the system, it came up at a CPU clock of 100 so it was running at only 200fsb and 1.05GHz. Everything was stable though. When I changed it to 133 to run at its rated full 1.4GHz speed, the system always crash during Windows' boot and won't even go through a boot in Safe Mode. Here is a list of all the settings I can think of.

This is my first Athlon system and I need help from AMD and/or AK31 veterans. Thanks!

CPU temp 150 F !!!!! There's your problem right there...you're on the ragged edge of overheating your processor. You need better cooling or you risk burning up that TBIRD
