problems printing digital pictures

ive been trying to help my mom print her digital pictures for a while now
camera: HP Photosmart M305
printer: HP DeskJet 932C
software: Photoshop
im trying to shrink them from some massive size (like 2048px by w/e) down to normal print size (5x7, i think?) my first thought was they would come out like crap anyway shrinking them this much, and guess what, they did
am i correct thinking its not possible to easily shrink that much digitally or is one piece my hardware/software at fault?

How are you doing the shrinking? What software are you using? You need a program (like Photoshop) that scales the image but does resampling at the same time. Even Photoshop Elements does this.

Are you sure you have the options set to resample the image? Are you printing directly from Photoshop? Are the pictures very distorted? If you simply plug in the numbers you want for the size w/o constraining the proportions then either the height or width will be stretched too much. To get an accurate resize you should do the following:

Go to Image->Image Size...
In the Dialog Box select the Constrain Proportions and Resample Image check boxes (using Bicubic is recommended).
Then under the Document Size enter the size you would like to shrink the image to.

You will have to note, however, that you may not get an exact shrink to the specified size. Shrinking down from 2048x? to 5x7 may not be an exact scale factor and as such you will need to simply let PS input the other size for you (that is what Constrain Proportions is for). You may get close and if you want to be exact, simply let PS do its thing thing bust out the View->Ruler and Crop the image to the desired size.

all were checked when i printed this picture last time...PS did readjust to 5.25x7 but it still printed bad
im assuming this printer sucks for images

By printing bad, how so? Are the colors off? Is the image distorted? If it is a color issue you may need to do some color calibration and make sure that you have setup your color profiles in PS correctly. Here is a pretty good tutorial on some basics -> click me.

Try a program called Qimage. A lot of pros use it.
Also, if you have a Costco in your area, just use it. Take in cds and let them print to your desired size with real photo processing. The prints turn out much better than they would on a $3000.00 printer at a fraction of the cost per pic. I've had them do 8x10 for 99 cents before.
