Problems installing win2k in a AMD K6 500

After the installation, win2k hangs during the splash screen with the bar still scrolling and the "Starting up" progress bar not making any progress. I took all the cards out (except video), tried other hard drives, and even tried a whole new system, a Pentium II, all with the same exact result. Any ideas?
