problems increasing voltage over +0.1V or multiplier over 12

I have an XP 1700+ and am trying to increase the multiplier (haven't tried the FSB yet). When I change the multiplier to 11.5 then everything is fine. When I go to 12 and don't change the voltage the system is very unstable. If I up the voltage by +0.1 then it can run about 15 minutes of the Sandra burn in before crashing. But if I try to up the voltage by more than +0.1 then Windows XP gives me a blue screen and some sort of error message.

The temps are OK even with +0.1V, so why can't I increase the voltage by more than +0.1V?

A related question. If I try to set the multiplier to 13 then half the time the computer sets it back to 10.5 (1600+) and the other half the time it refuses to boot. Why won't it allow a multiplier of 13?
