Problems Getting a Computer Started

Here is the skinny.

I had no problems with the PC before, but i got a new laptop and i retired my desktop.

Its been about 4 months since i tried to power up the tower, the LED on the DVD player turned on for 1 second, but nothing else.

I took the cover off, and i noticed that when i hit the power button, the fan on the CPU starts for a second, then shuts off. No other devices are powering up.

There is a DIMM LED light that is on the motherboard that lights up and stays lit until i hold in the power button.

I have a Gigabyte GA-7DXE and a POWMAX 400watt PSU.

Please help
 
If your CMOS battery on the mobo is replaceable, I would try that.
