Problems doing a restart with Windows 98 SE...

I just formatted an old HD and then loaded a fresh copy of Windows 98 SE to it. Everything appeared to go okay on the install and the computer boots fine, but when I do a RESTART, the screen just goes blank except for a cursor towards the middle right hand side of the screen and the computer hangs there. At this point, I cannot use the power button to power down, I have to flip the switch on the surge protector to shut it down. Any ideas on what is wrong here?

Have you installed the Win98 SE Shutdown Supplement yet? It might help matters, as well as the IDE Hard Drive Cache Package, both available at microsoft's web site. Also, try this: boot to safe mode and do a restart from there. Does it work fine? If so, you either have a driver or some software loading in the background that is causing problems.
