Problems connecting to web through router

I have two computers sharing a cable internet connection through a D-Link EBR-2310 wired router. One of the computers has no problems connecting, but the other one has intermittent problems. Some days it will connect to the internet but not on others 😕. Neither IE7 or Firefox works.

The PC in question is an eMachines c1641. The onboard NIC is a Realtek RL8139. I disabled it some time ago when I added a new NIC (also a Realtek RL8139). I have tried already:

Rebooting the PC
Resetting the modem and router
Repairing the connection

What should I try next to troubleshoot? Thanks.
 
when this other pc cant connect, can you ping the router at its ip address, can you ping an outside address such as google? verify that it gets a valid ip address from the router (192.168.x.x/172.16.x.x.)
