Problems changing resolutions in games with WinXP

I can't get XP to allow me to change my 640x480 settings properly. It's not even an option on the video settings. The lowest it goes is 800x600. So, when I load up a game that runs in 640x480, like Starcraft, Diablo, etc my refresh rate is all screwed up. How exactly do I set this? Can anyone help me here? This is really annoying me.
 
This should be interesting. AFAIK SVGA is the lowest you can go in WinXP. Even booting to Safe Mode results in 800x600 meaning, I suppose, that the old "Standard VGA Adapter" has been changed to a standard SVGA adapter for this OS. I wonder if compatibility mode might offer a solution -- later if not now?

I dont have any problems running 640x480 games in winxp, do you have the correct drivers for your video card and monitor?
 
Yep, everything is up to date.

I'm running a Gainward GF3 Ti 200
w/ latest drivers from nvidia's website
CTX VL950 w/ latest drivers from CTX website

Maybe I should try some different monitor drivers.

XP defaults to some funky refresh rate (possibly 60Hz) when I load my games (@ 640x480) and it's pure torture. I can manually move the screen image but it's still flickering on me. Someone suggested using NVmax or some other mod program to adjust it that way. I'm going to try that when I get home.

I wonder if there's another way to do it through the operating system?
