Problem with XP thottling down my cpu

I have a Dell Insirion 6000. 1.6ghz Pentium M. It came with XP Home but I put Pro on it (need to for college). I ran CPUz today and it's only running 798mhz. It's plugged in an everything. So I unplugged it, and plugged it back in. It went up to 1.6ghz and then dropped to 798mhz again. Id this a windows problem or what?

Ok new info...when I first open CPUz it says 1598mhz, but then shoots down to 798mhz. I download SANDRA and it reports 1.6 ghz and when I unplug it it reports 798mhz. So which one do I trust?
