Problem with WinSock.dll and windows

While my brother is on-line, he can´t access to any URL, because of an explorer error. he tried using Opera, but it said that it could be a winsock error (what´s that?). He doesen´t disconnect, but while he is connected, he can´t do anything because of this pop up error which appears. being Offline he hasn´t got any problems.
If you can help me, thanks.
PD: he has a dial-up connection and the modem seems to be working fine.

Installing a newer version of IE will update the winsock DLLs (= windows sockets, sockets are how 2 computers connect over the internet). Other than that, try searching microsoft.com for some smaller download to update it, or do a fresh install of Windows.
