Problem with Windows Update on Vista 64

I have a really, really irritating problem. About a week ago Windows Update installed the ?KB954430 Security Update for Microsoft XML Core Service Pack 4.0 for x64 ? based Systems? file. This was successful. Since then, it has installed the same file every day. Control Panel indicates that every installation has been successful! How do I get rid of this wretched thing? I am running Vista Home Premium 64.

I have Googled and found that many people have the same problem but no solutions...

SQM Client Causing Crashing in Windows 7

This is a temporary solution until Microsoft releases a fix.
 
Update:

Only entry in 'HKLM\Software\Microsoft\SQMClient\Windows\DisabledSessions ' is the default; "REG_SZ (value not set). Launching 'gpedit.msc' gives; "MMC could not create the snap-in".

Back to the drawing board I guess....
