Problem with Win XP Page Filing / Uninstall

When I start up windows.. I noticed 2 things wrong.. sometimes the windows would start up, but stops at the blue screen with the logo. The only way to proceed is to push CTRL- ALT - DELETE. Then it would work. However, other times, I would get an error message saying that I don't have enough Page Filing and that I would have to go through COntrol Panel, Click on Systems, then on advance tabe and on performance click on settings and increase the page filing. When I do this, it tells me to restart which I do, but still incur this problem. I go back to the virtual memory and it still shows that the total paging file size is still at 0mb.. can someone help

Problem #2.
I installed it with a fresh install and was stupid enough to partition it with NTSF. I wanted to uninstall it and go back to windows 2000, but when reading the booklet, I noticed the "important" section where it says i cannot uninstall, if i partitioned it. Is there anyway to get it to uninstall. thanks
 
i also tried starting up with window 2000 and 98 SE, but it wouldn't boot up when I restarted my computer. I also tried to install windows xp method to delete the partioned drive, but this didn't work as it said that there were some parts in the partitioned drive that WinXP is using (or something in that manner), and didn't allow it.
