Problem with Vista X64

I was haveing issues with moving folders from my downloads folder to a start menu folder i made, it was telling me i needed permission. so i changed a few things.

first i went to my C: drive and tryed to change permissions for my user and might have done it accidently for system.

Then when that did'nt work i thought i could change it as admin, so i had to log in as admin. and created this in my registry:

"reg add "hklm\software\microsoft\windows nt\currentversion\winlogon\specialaccounts\userlist" /v Administrator /t REG_DWORD /d 1"

I reset my computer and now everything is screwed up, I get Error "The parameter is incorrect" when i try to run Regedit.exe and my C: drive is telling me "access Denied"
Also every 5 Min I get "Microsoft feeds Synchronization has stopped working"
