Problem with USB ports and system start up

After my computer finishes POST, it normally boots directly into windows vista, but on many occasions I find myself needing to to boot into safe mode or boot from a floppy first to change some commands before window's begins loading, and I can't do any of this with a USB keyboard. A PS/2 keyboard works but it's a hassle having to pull out the PS/2 adapter everytime to switch the ports just to make some changes. Is this a common known bug w/ a general fix? or could it be a variety of things? As far as I'm aware all my USB drivers are up to date.
