Problem with UAC

I am trying to setup a limited user account under Windows 7, like I have it on my computer (which works perfectly). For example Steve and SteveAdmin.

When something that requires admin privileges is run, a UAC prompt asks for the credentials of SteveAdmin. All fine and dandy.

I created this on my computer by running everything during the install process as Steve, then creating a SteveAdmin administrator account and demoting Steve to Standard.

Well, I did the exact same thing yesterday on a fresh Windows 7 install, and nothing. I get no UAC prompts when I try to "run as administrator", when I run something that requires admin it just gives an error about privileges (of course), and when I run an application that requires admin to run (the have a shield), they just don't run!

I checked UAC settings (3/4 notches on both computers), and checked all UAC entries in the Local Security Policy, and everything matches. I don't understand what I'm going wrong.

Ideas?

It doesn't! For example, if I try to run something that doesn't require admin as Administrator, like IE, it runs as the standard user (I checked taskmgr), even though I right clicked and clicked Run As Administrator...

Whereas something that requires admin, like for example Change User Account Control Settings (from the start menu), doesn't run at all. On my machine where it works, I get a UAC box that prompts me for my Admin account, on this new machine, I get nothing.

Baffling.
