Problem with TV-Out and fullscreen to TV - help newbie

I am a new at this TV-out stuff and have looked around but cannot find answers to my problems.
*** PLEASE HELP ***

Hardware:
OS - Windows XP professional sp1
MB - MSI K7N420, nforce1
CPU - AMD xp1700
RAM - 512
Video Card - MSI Geforce4 4400 with TV-out
TV Tuner Card - Leadtek/Winfast TV2000 XP Deluxe
TV - Sony WEGA 36"

Software used for TV viewing:
ShowShifter
Winfast PVR software that came with TV tuner card

Problem:
When using either software and going fullscreen with the TV-out, the picture on the screen/TV looks horrible, very fuzzy, blurry, double images, un-viewable, like possibly bad horizontal and vertical sync.
But if it is in a window, no matter how big, the picture looks fine.

HELP - Any ideas what the problem is or what is going on?

if I had to guess I would say its a bad tv tuner...i use my 53" as a second monitor and its clear as a bell...does it play dvd's ok? if not then you probably need to update your driver, or just adjust your settings...IMHO
