Problem with TV-out and Dvd playback

I am trying to set up dvd playback on my TV from my pc dvd-rom and Geforce 4 Ti with tv-out. I have all the necessary connections and I am able to get a picture on my Tv screen. However, when playing a dvd (WinDVD 4) , the screens brightness goes up and down sometimes, and when it gets very dim the screen suddenly goes Blue like there is no connection. It works fine with windows media player and the desktop itself. I'm only having problems when trying to play a dvd on the TV with tv-out. Is there something I am doing wrong? Perhaps a setting? I tried TV overscan (not sure what it does) and i've tried different modes for it. All connections are secure and I've run out of ideas. Any info appreciated

I know there are people that know more than me, but maybe I can give you some suggestions.

First, is it just WinDVD? Maybe play a Divx file and see. Does music play OK on your DVD? You also might be running at too high of a resolution. From an RCA cable, you're looking at resolution of less than 640X480, with S-Video I usually run 800X600, and with an LCD HDTV with a DVI ;). 60 Hz seems normal for refresh on televisions, unless ou have an HDTV. I'm guessing your refresh is off. Hope this helps some.

Thank you very much, there wasn't a refresh rate option and the resolution only let me go to 800x600, so i had to manually go in and change them. I appreciate your advice, it seems to be working flawlessly
