Problem with the sink - Help

The Sink in the kitchen won't turn off. It's not going full blast, but it's streaming, not dripping. Don't have any idea how to fix it. So i can't get it to close up or whatever, anything i can do now maybe? It's 4 am =/
 
Under the sink there should be a valve to turn the water completely off. You may want to turn it off until someone with more knowledge than myself can help you.
