Problem with RF Adapter

Ok. My roomate and I bought an RF adapter so we can use an Xbox on an older TV. It's from radio shack. We have it all set up but we;ve got only static. We've tried both channel 3 and channel 4. Do you guys have any suggestions for this POS?
