Problem with PSU or HDD?

Setup as follows:

ASUS A7N8X-e Deluxe mobo
Crucial PC2100 DDR SDRAM 1GB
74GB Raptor HDD
250GB Maxtor Maxline II SATA HDD
ATi 9800XT

Ok what happend once before was when I started the computer up the hard drive would basically make this click noise. I RMAd it thinking it was the hard drive. I plugged the new hard drive and everything and it did the same thing. Then I thought it might be the PSU giving it power. So I changed plugs and lo and behlod it works. However sometimes when I'm in My Computer and I double click on the drive it clicks and pauses and then lets me in.

I'm still using the old drive.

Does anyone have any idea if this might be a PSU issue or a hdd issue and the second hdd that Maxtor sent me is bunk too?
 
You might want to make sure that your HDD has adequate cooling. I had some issues as well with my Maxtor.

My first one arrived dead, great. After I got it back from RMA it ran but I had some reliability problems. I put in a couple extra case fans and it's now working great.

My HDD used to run REALLY hot, you may want to check that.
