Well I've been using many types of P2P programs (Shareaza, LimeWire,Morpheus,Emule...etc)

and I never get a download speed above 10kb/s

I used to download in 60kb~80kb/s and someday it just went low and never came back, I think some configuration screwed it up

my internet provider and speed are the same

This only happens for P2P programs, when I download in internet from rapidshare megaupload or any other site the speed is good

I want to know if theres any configuration on my computer that would do that, please help me if possible, I cant live with this anymore :/

Potentially your ISP may be throttling P2P apps.

Something you can try on your computer is to limit the upload speed if the P2P software has that ability. Do a bandwidth test that tests upload (not just download). Then, limit the P2P app upload to 80% of the bandwidth test numbers. Also, forward all ports to your computer (while testing).
