Problem with Outlook

I'm visiting my cousins, and just got handed the job of fixing his problem with Outlook 2000. He can receive email, but cannot send it. It doesnt generate an error, but when you hit "Send/Receive Mail" it only recognizes one task, receiving email, and completes it. It does not attempt to send any of the emails sitting in his Outbox. I've looked over the settings, they seem fine, so... Anyone have any suggestions aside from "accidentally" shooting the thing while cleaning a shotgun?

Also, if I reinstall Outlook from the CD, will that wipe out all of his accounts and their settings?

Reinstalling won't erase his accounts/settings, but I don't think it will solve this problem. If you go to Tools, Options, Mail Setup - is the box checked to send immediately when connected?

Yeah, it is. Plus I've been forcing it to send, which it is electing not to do.

I have the same problem when I use broadband connections away from home. (Sometimes)

Is the outgoing email account the same provider as the internet connection? Unfortunately, I forgot the fix, but perhaps this will clue you towards the solution--Share it when you find out!
