problem with new rig

I have a Chaintech VNF250 board with an AMD 64 2800. I installed some new OCZ memory, a Radeon 9000 video card, all fed by an Antec 350W in the BQE 3700 case. It doesn't even post. I've verified that the ram and the video card work on other machines. I took off the heatsink and felt the CPU, it was cold the whole time. I took the CPU out and didn't notice any pins messed up. I don't know if it's the motherboard or the CPU's fault. There was no beeping when I turned it on. It was finely greased with arctic silver 5 and I applied a Zalman 7000A heatsink/fan combo and I don't think I cracked the core or anything.
Does anyone have any idea whether it's the CPU or motherboard? I got it from Newegg, should I just RMA both?

 
take the board out of the case, it could be shorting against it (happened with me) altho... dont your fans spiN////
 
I would agree with the other person that said to try to setup a minimum setup of the major components outside of the case (mobo, cpu, 1 stick of ram, video card). It's worth a shot before RMA'ing the whole lot. Then if you get it to POST you could troubleshoot from there.
