Problem with new Maxtor Ultra ATA 100 Hard Drive and Adapter card

I bought a Maxtor 20gb hard drive and a Maxtor ultra ata/100 pci card. I already had a IBM 10 gb 7200rpm UDMA 33 HD which is hooked up as the master on the Primary IDE channel. I have a DVD-rom and CD-RW on the Secondary IDE channel. I installed the Maxtor HD and card and it seems to work fine except for the fact that it takes forever to transfer files from my IBM HD to it under Windows. It took 27 seconds for me to transfer a 85mb file from the IBM to the Maxtor under DOS, but it takes a couple of minutes under Windows. Under Windows, whent the copying box pops up, the status bar progresses at a very uneven pace and the "Time Remaining" listing changes back and forth from various numbers. Example: it will go from 30 seconds remaining to 40 seconds to 2 minutes and then to 50 seconds. I can transfer a large file from the DVD-rom drive to either drive and it takes roughly the same time to transfer to each drive under Windows. The "Time Remaining" listing also decreases smoothly and never jumps up to a higher number than what it started at.

The IBM, DVD, and Cd-RW have DMA checked.
There is no option available for the Maxtor.
There are no new drivers on the website for the card.

I have tried different pci slots for the card and actually exchanged it for another one today at the store. It still gives the inconsistently long transfer times. I am using the Maxtor mainly for storage. I want to keep the IBM as my main boot drive.

Should I try different bus drivers or something?

I currently have a celeron 300a overclocked to 450.

what irq is the controller card using & is that irq being used by any other piece of hardware?
I'm assuming you're using win9xx or ME! Are there any exclamation marks in device manager?
under performance,is your ibm in compatibility mode?

The controller card is on IRQ 11 right now. It is sharing it with "IRQ Holder for PCI Steering," which I think is normal. It has been on IRQ 10 before when I switched it around to different PCI slots, but the problem is still there. I am using Windows 98. There are no exclamation points under device manager. Under the Performance tab, it says "your system is configured for optimal performance." Every once in a while the file will copy over normally and quickly, but then when I try again, it will take a long time.

Anybody have any ideas? I called Maxtor today and they said it sounded like a "windows problem" and that I should call Microsoft. That was the crappiest technical support I have ever recieved. Please help, or I am going to have to return the drive and card this week.
