Problem With My Monitor And GForce IV

Ok, here is the problem. I just took out my old 64 GForce II TI and replaced it with a PNY GForce IV 4400 128mb that was in another computer. There was no problem with it in the other computer, but when I put it in mine this is what happens. Every time I turn the computer on, so far anyway, the monitor has lines that come and go, veritcal and horizontal. All that you see is either a blank screen or the lines. When you hit the reset key it works perfectly. You could reset the computer all day long and it will do fine, it only does it when you initially turn it on. Right now it's an annoyance more than anything, but I want to fix it. I installed the new Via 4-1 drivers, but that did no good. I am planning on reformating the HD this week, but I don't see that doing much help either. Any ideas as to what I can do or why this happens? Any help would be very much appreciated. My specs are as follows:

Asus A7V266-E with a VIA KT266A chipset
GForceIV 4400 PNY 128mb
512mb Corsair 2100 DDR Ram
Optiquest V773 17" Monitor
 
One more bump before I have to get to work. Please? It's annoying to say the least and I'm just wondering what would be causing this.
 
Is it at all possible that the Geforce4 Ti4400 is being utilized with Pre-Geforce4 drivers? Try updating to the latest drivers and see if that fixes anything.
 
Also you might want to try to reseat the graphics card, and yeah, put it back in the original comptuer and see if anything's happening. It's also possible that your computer's not getting enough juice???
