Problem with multiple explorer windows.

I am using the launch explorer windows in separate process at work to avoid crashing the desktop if something happens. The problem is that after some times when I try loading a new file browser it does not load until I find and kill all the non-main explorer processes (the ones with the smallest memory usage). Then it works fine.

Is there any way to reliably load the taskbar and desktop in a separate process from everything else. I need to make sure that if there is a network browsing stall or a stall in explorer maybe from deleting a file that is in use, so that I can just kill the window without fearing that I loose my desktop and start menu.
