Problem with Motherboard

ok I got the Gigabyte 965P DS3 rev 2.0, E6600, Cooler Master 750W. Yesterday when I put my new 9800GX2 and the new PSU, and powerd on there was nothing on the screen, no Bios, no nothing, like it has no signal. So I took it to a place to update my Bios (hoping that it's a bios update issue), and the guy put a different card into the PCI E slot and still there's nothing, like no signal. Also when the power is on there's a sound coming out, a sound of an electricity shortenge. Is the MoBo jamed? even if it powers on with everything? What do I do? Thanks!
