Problem with Monitor, please help

Please help.. my monitor is jiggling.. I can't think of a word to describe it.. it's like a horizontal motion that goes up and down my screen.. give me a headache looking at the monitor. what can I do to fix this? I just started doing this. Is it time for a new computer?
please say it isn't so.

 
does the actual desktop move up and down or is there a wierd effect on the screen that moves throught the desktop but the desktop doesn't move?
