problem with Microsoft Money 2003 Deluxe and Business invoice designer

When i try to open the invoice designer in ms money 2003, i get
'Please open Microsoft Money Deluxe and Business and accept the end-user license agreement before using Money Invoice Designer.'

i am running windows xp and have tried all of the steps here

i still get the same error. help!!!
