Problem with Mach Speed Onboard Video

I just got a Mach Speed Matrix PM2MP VIA Socket 478 microATX Motherboard with Integrated Video and I put a Intel Celeron D 340 2.93Ghz into it (both of which are new). I have everything hooked up in the case and I turned the power on and I get no signal to the monitor. I have tried hooking up three different monitors up to the computer and get the same result each time. I also tried unhooking everything inside and then rehooking everything back up, but still there is no change. I get no beeps on start-up and the system doesn't shut down as if there was something wrong internally. Does anyone have any suggestions? If not I have an extra PCI video card, is there any way to bypass the integrated video and use that instead?
