problem with installing drivers for hardware

for some reason during these past few days when i put in like a flash drive it will say found new hardware but it can't find the drivers by itslef. i always have to direct it to the systems32 folder. anybody know what's going on
 
well i changed the folder that the wizard searches for when installing devices to system32 and its better but for some reason it still takes longer then another vista computer that i use. it always asks me if i want to install it, ask later, or don't ask me again when plugging in new devices, when the other one i use just automatically installs and instantly finishes. i guess i don't really understand that article all the way. can anyone briefly explain the article to me or provide me with a more simple guide. thanks
