problem with ie6 not accessing the internet

Don't have all system specs, but should not need them as problem is not with hardware. After booting computer Ie6 will access the internet one time and then on each successive try will give error message. Also connot access my computer, my documents, control panel, etc. Can access the net with netscape 6 witch leads me to believe that Wn 98 is f**ked up. Can also open ms word, ect. Just not anything related directly to the operating system. I have allready downloaded and re-installed IE6 with no positive results. Just would like confirmation that the harddrive needs to be formated and win 98 and IE6 need to be re-installed fresh. Also tried to do re-installaton of win98, no help
