Problem with IBM 570 Thinkpad. (Dock)

I have a TP 570 with the dock. It works fine when undocked, but in order to use the floppy or the DVD, I have to power it up off the dock, then reattach. When I do this, I get a warning that a USB device (DVD) has overloaded the hub with a power surge? It gives me the option to reset the usb device, and then it works fine. If I try to boot on the dock, the screen is just black (no power), and it doesn't boot at all, or I get a blue screen that says it's dumping physical memory. Could the bios be the problem, or the dock itself? This started after I installed the dvd in place of the cdrom. If I switch them back, it does the same thing. It is a 333Mhz, with WinXP pro.
Does anyone have any ideas?
