Problem with graphics in Sudden Strike

Every time I try to start a mission in resolution 1024x768 or 800x600 the monitor goes into power saving mode. It usually does that when the refresh rate is too high (the monitor is rather old and it can only manage 75 Hz in 1024x768 and that is the refresh rate I'm using in Win98SE). When I alt+tab out of Sudden strike the monitor turns on again.
640x480 works OK but not on a 20" monitor.

Is there a way to prohibit the graphic card from using any refresh rates over 75 Hz?
