Problem with GPU cooler

Hey guys, im no expert when it comes to computers but i am trying to become more proficient. I bought a Zalman VF700 Cooler that came with a multiconnector (http://www.quietpcusa.com/Zalman-Fan...1-P157C21.aspx) First i tried a 4 pin molex to 3 pin connector adapter i had and the fan was relatively silent and 46c idle.

The company advertises two settings which are at 5v(Silent mode 1350rpm) and 12v(vicinity of 2700rpm).So i assumed it was on the 5v setting. Then, I tried the multiconnector at both 5v and 12v and saw no cooling difference (Both 46c idle) or sound difference. I am connecting through a 4-pin molex straight from the PSU.

Are there 5v 4 pin molex connectors from a PSU? or are all 4 pin molex 12v? I apologize if i didnt describe anything else needed, but if i could get some help with this, i would appreciate it.
