Problem with Gigabyte board

Ok I confess. I do have an Intel (*choke*) system.
It's an old PII for my kids. I need to replace the mainboard.
So I bought a Gigabyte GA-6VXE+. After installing it, I
switched on the power supply and it powered on!
No, I did not use the power switch in front.
It immediately emitted a beep (longer than a post beep)
and shut down after about 2 seconds. So I worked with it for
a while and could never get it going. I took it back to the
retailer. They tested the board while I waited and told me
it was ok. The beep code (unofficially) means no cpu was
detected. I took it home, reseated the cpu, intalled the
thing again ..... no joy. Funny thing, I can put my
old board back in, and it boots. So my two questions are:
1) why does the mobo power on by using the power supply switch
and not the fron switch?
2) does the long beep really mean no cpu?
