problem with getting my webcam to work (ntkern.vxd)

all the drivers, etc. install correctly, but the camera itself does not work with any programs. when i go to system properties, device manager, and to the camera, the device status states

"the NTKERN.VXD device loader(s) for this device could not load the device driver (code 2.)"

it is a d-link usb camera, part# dsb-c100, im running windows 98 SE.. any help would be appreciated, thanks
 
My past experience with USB cameras has been to follow install directions to the letter .. Most want you to install software without camera connected, reboot, then plug in the camera to let drivers be found. FWIW
